I have problem with social club site..it always show me err_connection_timed_out…i tried all this but its not helping mee..i can only visit site when i use vpn…
i cant even load proxy server i can load only instagram dacebook and yooutube an some other sites

I couldn't open our own website and mail connected to same website and THANKS to my cousin we got this solution below and it worked!

Flushing the DNS cache on Windows 10 is a very easy process. Due to system security permissions, you must ensure that you run the command prompt as an administrator user.
Ensure that you're on the Windows 10 desktop.
Right click on the start menu and choose Command Prompt (Admin) from the menu.
Type in the command ipconfig /flushdns

NOTE – I type to search "CMD" and then right click on Command Prompt – Run as Administrator – to access the Admin mode

No me funciona lo del video, pero halle una solución. Un usuario puso la solucion en los comentarios en ingles, lo pongo en epañol para quien lo necesite.
1.- Ir al buscador y poner "Servicios" (tiene un icono con 2 engranes).
2.- Buscar en la Lista de Servicios del Sistema "Servicios de Cifrado"
3.- Darle clic derecho y luego Propiedades, buscar la pestaña de "Inicio de Sesión" y seleccionar la opción Cuenta de Sistema Local o algo así y despues palomear "Permitir servicio que interactue con el escritorio".
4.- Le dan Aceptar, le dan clic derecho de nuevo en "servicios de Cifrado" y click en Detener, luego en Iniciar.
Y ya me funcionó. No le anden moviendo a otras opciones de los servicios ya que son detalles del sistema que pueden ser delicados.

Problem seems to affect users logged in with a microsoft account..
Easy fix:
Run "services.msc" -> find "Cryptographic Services" and select "properties" -> click on "log on" and select "local system account" and "allow service to interact with desktop" -> press "ok" and then restart the Cryptographic Services.
I fix this problem whit just cleaning my data thanks mate.

************* Any way – here is the fix you will need once you have tried using the fixes from the video to no avail.
If you have tried all the 1st line fixes and still cannot get Chrome to work – then what you need to do is Win + R enter Services.msc – locate the Cryptographic Services – right click and stop. Then go to Properties make sure that Logon is set to Local System Account – apply close down properties and then start the Cryptographic Services again. Now start Chrome and you should be able to access all sites no problem.
For those who are still having this problem even with Google's DNS resolver, try Cloudflare's (so far, so good, in my case):

Waste of my time…
This is driving me nuts right now. I just did a fresh windows 10 install, updated everything, tried all this and much more, and while Edge works fine, Chrome will sometimes work with maybe 1 or 2 navigations before it hits this ERR_Timed_Out error if it doesn't do it right away. I didn't have this issue before I did the fresh install and for the life of me I can't figure out how to fix it. It is maddening.
